I – Mission Context
‘Project on Health seeking behaviour improvement of residents focusing on youth in Ukhiya Upazila, Cox’s Bazar District, Bangladesh’ is financed by the Japan Platform (JPF) and implemented by the PULSE Bangladesh (hereinafter referred to as the “PULSE”) with the Médecins du Monde Japon (hereinafter referred to as “MdMJ”). PULSE is an NGO which has headquarter in Cox’s Bazar with a vision of realization of the society with fair and justice through the support for vulnerable people such as children and women. In starting this project, PULSE and MdMJ have engaged in a new partnership to respond to the Rohingyas crisis in Cox’s Bazar.
II – Responsibilities and Tasks
Overall responsibilities:
Under the supervision of the Director of PULSE in close communication with Project Coordinator of MdMJ, the Project Coordinator (PC) will be responsible for managing the implementation and coordination of the project. PC will lead the team, provide strategic direction and manage the security of the project team. Represent the project at relevant occasion and meetings with local authorities, NGOs and other stakeholders.
Main tasks:
PROJECT MANAGEMENT
- Oversee the overall implementation of the project in accordance with the project proposals and in close communication with PC of MdMJ ensuring objectives are met within the required time frame and budget;
- Ensure that necessary documents and reports to implement the project are prepared and presented to the relevant local authorities;
- Support Admin/Finance officer and Community Health Supervisors (CHS) in day-to-day decision making as requested;
- Ensure that results of monitoring and evaluation against project objectives made by PC of MdMJ are properly reflected in the activities afterwards;
- Maintain an overview of the relevant context with a view to the project implementation;
- Support the Director and PULSE in the accumulation of the know-how and experience in community health works;
- Organize and facilitate regular and ad-hoc meetings between PULSE and MDMJ;
- Ensure that the agreed documents and outputs are made and submitted to MdMJ within the required timeframe
HUMAN RESOURCE MANAGEMENT
- Ensure that staff receive appropriate and adequate information on the working regulations and conditions, and adhere to the regulations and conditions by monitoring through working records and feedbacks from the relevant colleagues, and mentoring and coaching;
- Provide oversight and line-manage the Admin/Finance officers, CHSs, Youth Educators, Health Educators and support staff by cross-checking the outputs they make and regular meetings;
- Manage interpersonal conflict, ensure a positive working environment and team dynamics
SECURITY MANAGEMENT
- Develop a communication tree for a normal and emergency situation;
- Develop and update security plans and protocols;
- Monitor and review the security status on a regular basis, liaising with local authorities, other NGOs, the UN or other relevant security bodies;
- Ensure all staff members receive the security-related briefings, and relevant and appropriate security information timely manner;
- Oversee and monitor staff adherence to security protocols
PRESENTATION
- Present the project at the relevant meetings at the field and Cox’s Bazar level;
- Develop and maintain internal and external relationships with relevant stakeholders in order to facilitate effective cooperation and partnerships and for the smooth project implementation;
- Seek out and actively participate in relevant networks or working groups on specific humanitarian aid issues which are relevant to the project
FINANCIAL MANAGEMENT
- Monitor the spending of the budget to ensure they operate in line with donor proposals, and internal policies and manuals through the endorsement process of the expenditure request from Admin/Finance officer;
- Ensure that budgets are spent according to donor proposals, internal policies and manuals, and within the appropriate timeframe through the endorsement process of the monthly financial report that will be prepared by the Admin/Finance officer
III – Profile of the ideal candidate
Education:
Minimum Graduation Degree
Professional experience:
- Minimum 5 years of experience in Project management
- operational and field experience in Rohingya response
Skills and qualities required:
- Ability to work in a cross-cultural and multilingual environment
- Ability to liaise with internal and external stakeholders for the smooth project implementation
- Strong oral and written communication skills
- Ability to work independently with minimal supervision
- Ability to prioritise and complete tasks within the designated timeframe
- Flexibility in type of tasks, working hours and working stations due to the nature of the project activities
- Good command of Microsoft Word, Excel and Powerpoint
- Good Knowledge of humanitarian action and will to take part in GK and MdM actions
