I – Mission Context
‘Project on Health seeking behaviour improvement of residents focusing on youth in Ukhiya Upazila, Cox’s Bazar District, Bangladesh’ is financed by the Japan Platform (JPF) and implemented by the PULSE Bangladesh (hereinafter referred to as the “PULSE”) with the Médecins du Monde Japon (hereinafter referred to as “MdMJ”). PULSE is an NGO which has headquarter in Cox’s Bazar with a vision of realization of the society with fair and justice through the support for vulnerable people such as children and women. In starting this project, PULSE and MdMJ have engaged in a new partnership to respond to the Rohingya crisis in Cox’s Bazar.
II – Responsibilities and Tasks
Overall responsibilities:
Under the supervision of Project Coordinator (PC) of PULSE with technical assistance from Medical Coordinator (MC) of MdMJ, the Community Health Supervisor 1 will be responsible for overseeing community health works implemented by Health Promoters under the supervision of Youth Educators at Camp 1E, Cox’s Bazar, Bangladesh.
Main Tasks:
Management of the Field Team
- Coordinate, guide and monitor the overall activities carried out by 144 Health Promoters (HPs) in total under the supervision of 13 Youth Educators (YEs) within the project design;
- With technical assistance from MC of MdMJ, Provide initial and on-the-job training as well as technical support to the YEs;
- Organize and facilitate a regular as well as on-the-spot team meetings for information sharing and improving activities;
- Ensure the safety and security of the YEs and HPs through close communication with the leader of YEs, the PC of the PULSE and MC of MdMJ;
- Contribute to the capacity buildings among YEs by providing technical guidance and advice through daily supervision;
- Manage interpersonal conflict, ensure a positive working environment and team dynamics
Implementation of Training
- Make necessary liaison with internal and external stakeholders to organize trainings;
- Plan and organize necessary training according to project design;
- Provide training for the YEs who will in turn provide the training for HPs;
- Facilitate the discussion among YEs for better understanding of Training contents;
- Provide technical advice and support to the YEs while providing trainings to HPs and supervising HPs during health educations;
- Make necessary procurement plan and arrangements for the activities in the field according to the project design in cooperation with Admin officer and/or Programme support department of PULSE;
- Manage interpersonal conflict upon the delivery of activities
Administration and Operational Management of activities
- Organize meetings with stakeholders including the community leader meeting as required;
- Assess the activities undertaken and ensure the lessons learnt reflected in the activity planning and decision making;
- Ensure the efficiency and effectiveness of the field activities through close communication with the leader of HEs, Community Health Supervisor 2, PC of the PULSE and MC of MdMJ;
- Documentation, Translation/Interpretation, Reporting as per project’s needs;
- Ensure the data and documents provided by HEs are accurate and proper by providing necessary guidance and technical supports;
- Attend internal/external meetings as per project’s needs
III – Profile of the ideal candidate
Education:
Minimum Graduation Degree
Professional experience:
- Experience in capacity building of staff
- Team Management
- Operational and Field experience in project implementation preferably in Cox’s Bazar as well as within the international humanitarian field.
- Community works
- Experience in liaising with local government authorities and communities preferably within the Humanitarian field.
Skills and qualities required:
- Basic knowledge on primary health care, maternal, newborn and child health care
- Excellent communication and reporting skills
- Ability to plan, organize and deliver presentations and trainings according to the needs of the field
- Ability to facilitate discussion
- Problem-solving skill with keen analytical ability
- Ability to manage and guide a cross-cultural and multilingual team
- Ability to liaise with internal and external stakeholders for the smooth and effective implementation of activities
- Flexibility in type of tasks, working hours and stations due to the nature of project activities – Proven ability to work independently both in the field and in the office
- Good knowledge of humanitarian action and will to take part in PULSE and MdM actions
Languages: English and Bangla compulsory
